3- But hath in due times manifested his word through preaching, which is committed unto me according to the commandment of God our Saviour;
With this authority of the father and the son given to Paul, and him to 1st  Timothy 1:
3- As I besought thee to abide still at Ephesus, when I went into Macedonia, that thou mightest charge some that they teach no other doctrine,
11- According to the glorious gospel of the blessed God, which was committed to my trust.
12- And I thank Christ Jesus our Lord, who hath enabled me, for that he counted me faithful, putting me into the ministry;
16- (...) for a pattern to them which should hereafter believe on him to life everlasting.
And in 3- 14- These things write I unto thee, hoping to come unto thee shortly:
15- But if I tarry long, that thou mayest know how thou oughtest to behave thyself

in the house of God, which is the church of the living God, the pillar and ground of the truth.
Paul organized the Church of that time, and of all times. In fact, Paul expels the guessing spirit from the young girl.
Acts: 16.16 and 21.8 to 12. – At the end of his trips, Paul and the Holy Spirit shows us that, even stopping for a few days in Philip the evangelist´s house (one of the 7 deacons), who had 4 maiden daughters, who prophetized, even so had to come a prophet from Judah, to prophetize what was going to happen with Paul in Jerusalem.
Paulo, referring to public Cult, has two texts that say how women should behave. Paul was very clear and justified in 1st Tim. 2.11 to 15:
11- Let the woman learn in silence with all subjection.
12- But I suffer not a woman to teach, nor to usurp authority over the man, but to be in silence.
